US stocks bounce back; big banks move higher

NEW YORK (AP) ? The stock market bounced back Friday, a day after suffering its second-worst loss this year. Bank of America, JPMorgan Chase and other big lenders posted solid gains even though many of them had their credit ratings cut the day before.

Analysts said the downgrades from Moody's Investor Service late Thursday had been expected for months and removed some of the uncertainty that had been weighing on bank stocks.

"It's been like a cloud over the sector," said Brian Gendreau, market strategist with the broker Cetera Financial. "And look at who's going up: bank stocks. There are obviously some people who thought it would be much worse."

The Dow Jones industrial average gained 67.21 to close at 12,640.78. Bank of America gained 1.5 percent, or 12 cents, to $7.94, one of the best showings of the 30 stocks in the Dow.

In a note to clients, analysts at the investment bank Keefe Bruyette & Woods called Morgan Stanley "the clear winner." Some analysts had expected Moody's to lower Morgan Stanley's rating by three notches, instead of the two-notch cut it received.

Bank stocks rose across the board. Morgan Stanley rose 18 cents to $14.14. JPMorgan Chase climbed 48 cents to $35.99.

The Standard & Poor's 500 index rose 9.51 points to 1,335.02 and the Nasdaq composite index climbed 33.33 points to 2,892.42. The gains turned the Nasdaq positive for the week.

Information technology stocks had the strongest gains of the 10 industry groups tracked by the S&P 500 index, followed by health care stocks and banks. The gains were small but widespread. All 10 sectors rose. Of the 30 stocks in the Dow, just two fell.

The Dow and S&P 500 finished the week lower, their first week of losses since June 1. The biggest drop of the week came Thursday, when a trio of weak manufacturing reports stirred fears about the global economy. The Dow lost 251 points, its second-steepest fall this year. The worst was June 1, after a dismal U.S. jobs report rattled markets.

Even with two days of deep losses, the S&P 500 is still up 1.9 percent this month. To Gendreau, it looks like investors have been overreacting to recent economic reports. "The market is getting jerked around," he said. "The economic data point to a softening economy, but we've had a softening economy for three years now."

Among other stocks making big moves:

? Facebook surged 3.8 percent, rising $1.21 to $33.05. A Nomura analyst started covering the social-networking company with a price target of $40 and a "buy" recommendation. Brian Nowak said Facebook could make more money through charging companies for pages. He also thinks the stock looks cheap in comparison to what investors paid for Google at the same age.

? Truck leasing company Ryder System plunged 13 percent, the worst decline in the S&P 500 index. The Miami-based company cut its earnings forecast for the second quarter and full year, blaming weak demand for commercial truck rentals and unusually high costs for medical benefits. The stock lost $5.31 to $35.44.

? The cruise ship operator Carnival Corp. dropped 2.7 percent after reporting a 92 percent plunge in quarterly profits, largely a result of losses on derivative fuel contracts. The company's brands include the Costa line of cruise ships, whose Concordia capsized off the Italian coast in January. Carnival's stock lost 92 cents to $33.66.

Researchers at Moffitt Cancer Center and colleagues at six other institutions have recently tested a treatment for patients with myelodysplastic syndrome, or MDS, a blood-related malignancy that involves the ineffective production of blood cells, leaving patients anemic and in need of frequent blood transfusions. Because the body has no natural means to reduce iron that accumulates from repeated transfusions, patients' organs can become iron overloaded, leading to heart failure, liver injury, susceptibility to infection, and other complications. Bone marrow failure and conversion to acute leukemia may occur in patients with MDS, necessitating bone marrow transplantation. The disease can be caused by chemotherapy and radiation treatment for cancer.

Deferasirox, the drug tested in the clinical trial, was aimed at reducing the elevated and risky iron levels that accompany the red blood cell transfusions. The study drug was received by 173 patients.

"The majority of patients with MDS require red blood cell transfusions for their anemia, but this leaves them at risk for iron overload," said study co-author Alan F. List, M.D., Moffitt's executive vice president and physician-in-chief. "Organ complications can arise for transfusion-dependent patients with MDS."

The two most serious complications for those with MDS, once called pre-leukemia, are infection and iron overload from transfused red blood cells.

When Robin Roberts, ABC's "Good Morning America" co-anchor, announced on the air in June that she has MDS and would undergo a bone marrow transplant, MDS was brought into sharp focus for Americans. At the time of her announcement, Roberts had been free of breast cancer for five years and had undergone chemotherapy and radiation.

The clinical trial results, published in a recent issue of the Journal of Clinical Oncology, show that deferasirox reduced iron (serum ferritin) by 23 percent in 53 percent of the patients who completed 12 months of treatment, reduced the blood iron in 36.7 percent of patients who had been on the treatment for two years, and patients who had been on the treatment for three years saw a 36.5 percent reduction in serum ferritin.

The drug also reduced labile plasma iron (LPI), called the most toxic aspect of nontransferrin-bound iron that accumulates after the body's iron storage capacity has been saturated.

"Overall, this study demonstrated improvements in iron parameters in a group of heavily transfused lower risk patients with MDS," explained List, whose research focuses on the biology of MDS and potential treatments. "A randomized trial is warranted to better ascertain the clinical impact of deferasirox therapy in lower risk patients with MDS."

Any issues that are out there, or reported, we always handle those internally, and we'll continue to handle those internally."

The situation seemingly came out of nowhere this week, surprising many Vikings players and coaches when Harvin voiced his frustrations with the team Tuesday at the opening of minicamp.

"I just put it this way: There's a lot of different things that have to be sorted out," Harvin said Tuesday. "Just haven't been really happy lately. We've got a couple of things to work on. I'm here in the classroom. We'll go from there."

Harvin declined to go into detail about his grievances. He is due to make $915,000 in the fourth year of a five-year rookie deal. That total is much lower than veterans Michael Jenkins and Jerome Simpson, with neither coming close to his production on the field.

But indications are that Harvin's issues go far deeper than just money. His role in the offense, which diminished greatly last season when the Vikings reached the red zone, and the organization's decision to go into a rebuilding phase coming off of consecutive last-place finishes in the NFC North combined with his modest salary all figure to factor into his mindset.

Requesting a trade now would be a curious move if his main motivation is a new contract. Most players in similar situations first voice their concerns, then threaten to holdout of training camp before going as far as to request a trade.

Harvin did not speak to reporters on Wednesday, but did post a message on his Twitter account.

"Fans I said I have issues to be worked out money not at all being the problem," Harvin wrote...I've (done) everything asked and more..."

Spielman would not say if money was an issue, but also reiterated the organization's approach to signing players to extensions.

"Our philosophy has always been as players enter the last year of their contract we have a history of extending players going into the last year of their contract," Spielman said. "And that's been our history."

Harvin has emerged as perhaps the most versatile and dynamic player on the team. He earned respect in the locker room for his willingness to play through injuries and still produce late in last year's miserable 3-13 season. In May, Harvin showed up at voluntary workouts despite still recovering from shoulder surgery and spoke of asserting himself as a leader and encouraging other players to participate in the team's offseason program.

He caught 87 passes for 967 yards and six touchdowns last season, rushed for another 345 yards and two scores and also returned a kick for a touchdown during a sensational year.

Harvin dealt with migraine headaches and numerous other minor injuries as the result of his punishing style of play, missing one game his rookie season and two in 2010, which brought concerns about his durability over the long term.

He played in all 16 games last season, establishing himself as one of the game's top slot receivers and most dangerous kick returners.

"Percy is a phenomenal player on the field," Spielman said. "And you look at his statistics he had last year and how important he is to this franchise. He's a vital part of us moving forward with this team."

But somewhere between his appearance at team headquarters in May and his return to Minnesota this week, something went wrong for Harvin.

After making the NFC title game as a rookie, the Vikings have taken significant steps backward the last two seasons. They are centering their rebuild on Harvin, Peterson, who is recovering from a torn ACL in his left knee, and second-year quarterback Christian Ponder.

Harvin is far and away Ponder's best option in the receiver corps that includes non-descript veterans Jenkins and Devin Aromashodu, rookie fourth-round picks Jarius Wright and Greg Childs and Simpson, who will be suspended for the first three games this season after being arrested on drug charges while with the Cincinnati Bengals.

After signing tight end John Carlson from Seattle, there has been a lot of talk about the Vikings going to more two tight-end sets to take advantage of him and second-year tight end Kyle Rudolph. That could also be a concern for Harvin, but offensive coordinator Bill Musgrave said he was unaware of any problems Harvin had with the playbook. Musgrave said he planned to get the ball to Harvin even more this season.

"We're looking forward to getting him on the field and as an offense we're looking forward to having a better year," Musgrave said. "That's the bottom line."

Peterson said he hadn't spoken to his friend about it but planned to have a conversation to try to help smooth things over.

"I wouldn't say it's distracting. It's more bothering. It's like, we definitely don't want to lose this guy. ... I'm sure the organization will do what it has to do to keep this guy around," Peterson said. "If it was me, I would make sure that we kept him around. But we'll see."

Frazier said the two sides have to get on the same page by the time the team reports to Mankato for camp on July 26.

"Hopefully, we'll be headed in the right direction when we get to training camp and everyone can focus on getting ready for the Jacksonville game," Frazier said. "That's the way it has to be. We can't afford any outside distractions."

(AP) ? Stolen documents, military medals and other artifacts valued at about $5 million ? including letters signed by Abraham Lincoln and Thomas Jefferson ? were returned Wednesday to Chicago's Polish Museum after being found in the basement of a home decades after they went missing.

The more than 120 items, which were returned following an FBI investigation, include letters and documents dating to the 18th and 19th centuries, seals, military medals and Nazi propaganda from World War II. The pieces also included documentation about Napoleon, George Washington, John Adams and American Revolution hero Thaddeus Kosciuszko.

Museum president Maria Ciesla said she couldn't catch her breath when she received the phone call that the items, missing since the 1970s and 1980s, were located.

"This is something that we had dreamed and hoped for for so many years," Ciesla said. "It is so important for us to have this safely back not only for the rich Polish history but also for the wonderful American history. It is so important to the world stage."

Officials said Chicago coin and antiques dealer Harlan Berk notified the museum last October that his office had purchased historic items it had traced to the institution. The museum contacted the FBI, which started an investigation.

Berk told the FBI that the sellers said they found the artifacts in the basement of a Chicago house where they were tenants. FBI Art Crime Team investigators found that the residence was owned by the mother of a former Polish museum curator. The FBI recovered additional artifacts and documents from the home.

No charges were filed because the FBI couldn't determine who took the items from the museum or exactly when they were taken. The statute of limitations in the case also had run out.

Now the museum will catalogue the items, which likely will go on exhibit in the next few years. The museum is asking for anyone else with artifacts to come forward and return them as well.

"There's probably hundreds of documents still out there," Ciesla said.

US sees progress and touts 'heroes' in fight against slavery worldwide

More countries are taking modern-day slavery seriously and more people are being prosecuted, says the annual State Department report on Trafficking in Persons.

Modern-day slavery is a scourge affecting more than 20 million people worldwide, but increasing global awareness and a growing determination in countries ranging from Myanmar to Nicaragua to address the issue are two reasons for optimism, according to a new report by the State Department.

The annual Trafficking in Persons (TIP) report finds that more countries are taking the problem of human trafficking seriously, with the number of traffickers convicted of the crime up, and with the number of victims identified and helped out of slavery last year ? 42,291? up by 28 percent over 2010.

And if the world is taking the problem of modern-day slavery more seriously, it?s thanks to the scores of ?heroes? in Africa, Asia, Latin America, and the Middle East, who are taking great risk to confront slavery in their countries, the report finds. It cites people like Mauritania?s Fatimata M?Baye, the African country?s first female lawyer who since 2007 has fought for and won passage of antislavery legislation.

Not stopping there, Ms. M?Baye has also pressed on with her efforts to see her country?s first conviction for child exploitation, and its first handing-down of a prison term under the antislavery laws she championed.

In unveiling the TIP report Tuesday, Secretary of State Hillary Rodham Clinton noted that Sept. 22 will mark the 150th anniversary of the Emancipation Proclamation, President Abraham Lincoln?s declaration ending legalized slavery in the United States.

But she added that slavery remains a very real nightmare for millions of women, children, and men today, as evidenced by the numerous profiles offered in the lengthy report. ?Their stories remind us of what kind of inhumane treatment we are still capable of as human beings," Clinton said. "Traffickers prey on the hopes and dreams of those seeking a better life, and our goal should be to put those hopes and dreams back within reach."

The report chronicles some of the most frequent forms of modern-day slavery: women forced into domestic work, men kept under threat of death in fields and on fishing boats, children forced into prostitution and armed conflict.

In reviewing the annual compilation of antislavery efforts with reporters, Luis Cdebaca, ambassador-at-large to monitor and combat trafficking in persons, said the increase in the number of victims of slavery identified around the world ? up from an estimated 12 million in 2009 ? is actually a ?heartening? piece of data, because it is evidence that more governments are honestly assessing the problem and taking it seriously.

Other positive trends cited in the report: the growing number of prosecutions initiated, last year?s record number of convictions of traffickers, and notable progress in a number of Latin American countries and in some of Asia?s traditionally worst offenders.

?Still, there?s a long way to go,? Ambassador Cdebaca says.

The report places 17 countries in the worst category of complete non-compliance with international anti-trafficking standards. Among the worst offenders it cites are Cuba, Iran, Libya, North Korea, Saudi Arabia, Syria, and Sudan.

Expectations low for Rio+20 U.N. development summit

RIO DE JANEIRO (Reuters) - As Brazil welcomes nearly 120 heads of state and government for a summit on global development this week, the mood could not be more different than it was two decades ago, when global leaders gathered here for the landmark Earth Summit.

Back then, once-arcane concerns about climate change and deforestation had finally grabbed the world's attention, leading to a global treaty on biodiversity and decisions that cleared the way for the Kyoto agreement on greenhouse gases.

Now, though, the minds of global leaders are elsewhere.

Instead of clean energy, food, the oceans and other topics scheduled for debate at Rio+20, as the summit is known, political focus is attuned to a teetering Europe, turmoil in the Middle East and a presidential campaign in the United States.

Although more than 50,000 visitors are expected in Rio de Janeiro by the end of the three-day event starting Wednesday, few concrete results are expected from the summit.

At best, officials could agree on clarity for proposed "sustainable development goals," a loose tripod of economic, environmental and social objectives that proponents believe could help guide global development.

So dim are the prospects that Brazil's lead negotiator in the run-up warned that the summit risked being "held hostage" by other priorities.

"We are here to think about the long term," said Luiz Alberto Figueiredo, an undersecretary at Brazil's Foreign Ministry, "not crises that may be overcome in one or two years."

But hopes have long been low for the summit, officially called the United Nations Conference on Sustainable Development.

U.S. President Barack Obama said months ago he would not attend. The leaders of Germany and Britain are staying home, too.

Many of those who do come likely will be focused on matters discussed Monday and Tuesday at the Group of 20 meeting in Mexico, where leaders of the world's major economies are debating the global economic downturn.

Still, some reject the notion that gains cannot be made in Rio. Former U.S. President Bill Clinton, on a conference call about climate issues, called Rio+20 an important "working conference."

"Everybody has made all the speeches they can make," Clinton said on Monday, predicting that delegations from the United States and Europe would still be productive despite the absence of major heads of state. His wife, Secretary of State Hillary Clinton, is leading the U.S. delegation.

FOCUS ON DEVELOPMENT, NOT ENVIRONMENT

Brazil, a prominent voice in the environmental debate as home to the world's biggest rainforest, for months has been tempering the hopes of environmentalists seeking a repeat of the 1992 summit. After a decade-long economic boom, Brazil and other big emerging nations refuse to put environmental concerns ahead of their own drive for growth.

"The summit can't just be about the environment," Antonio Patriota, Brazil's foreign minister, said in a recent interview. "It has to be about development."

Environmentalists say the planet is no better off now than in 1992. With continued melting of polar icecaps, record greenhouse emissions last year and a global population on track to grow to at least 9 billion by 2050, according to U.N. projections, existing policies have done little to assuage human demands on the global ecosystem, they argue.

A key difference from two decades ago is that the Earth Summit was the culmination of years of negotiations to fashion some of the first international environmental policies ever created. This meeting, by contrast, is the beginning of a process to establish so-called "sustainable development goals."

When established, the goals are expected to build upon a current round of objectives, known as the millennium goals, which U.N. members agreed to pursue at least through 2015. Those objectives include eradicating hunger and extreme poverty, improving access to education and reducing child mortality.

LITTLE PROGRESS IN PRE-SUMMIT NEGOTIATIONS

U.N. negotiations are slow-moving processes that require finding common ground among 193 member countries and bridging huge gulfs in priorities between the developed world and emerging markets. And the sustainable development goals, while still being defined, are built around three vague issues that mean different things to different countries: economic development, social inclusion and the environment.

"The specific objectives differ globally, between and within societies," Jeffrey Sachs, the Columbia University economist, wrote in a recent essay, noting no consensus on priorities.

Delegations hammering out a declaration for Rio+20 in recent days have not gotten far on building that consensus. After plans to wrap up a draft by the weekend failed, delegations are now scrambling to get something together by the time their leaders descend upon Rio mid-week.

"We see a lopsided victory of weak words over action words," said Lasse Gustavsson, leader of the World Wildlife Fund's delegation at the summit.

As with long-simmering differences over greenhouse emissions, use of the seas and other divisive issues, negotiators are haggling over wording and implications the text could have on the entrenched positions of rich countries, developing nations and regional blocs.

The United States, for instance, opposes the inclusion of a phrase favored by emerging markets.

The phrase, "common but differentiated responsibilities," reflects what developing nations consider their right to catch up with the rich world and as such have more leeway on emissions and other environmental concerns. China, for instance, is now the world's largest emitter of greenhouse gases but it is still far behind developed nations in per-capita prosperity.

The timing of the summit also means countries are reluctant to consider financial commitments. Talk of the creation of a $30 billion fund for development goals quickly faded.

"We dont think there is any one fund that can solve these problems," Kerri-Ann Jones, an assistant U.S. secretary of state, said in a briefing last week.

RIO BRACES FOR GRIDLOCK

In Brazil, organizers hope that at least the logistics of the event come off successfully.

As the country gears up to host the 2014 World Cup and the 2016 Olympics, it is scrambling to upgrade highways, airports, stadiums, and other facilities needed to accommodate the expected crush of visitors. With millions of new cars on the road after a decade of prosperity, cities like Rio and Sao Paulo are routinely crippled by traffic and minor emergencies that strain old and rickety infrastructure.

In recent days, Rio residents have been bracing for gridlock once authorities close lanes, slow air traffic and beef up security to make way for expected leaders including Russian President Vladimir Putin, Chinese Prime Minister Wen Jiabao, and Iranian President Mahmoud Ahmadinejad.

Meanwhile, the already colorful city has seen a splash of summit-related demonstrations by activists.

On Sunday, demonstrators on Copacabana beach unfurled a giant "trillion dollar bill" to protest fossil fuel subsidies by governments. On Tuesday, demonstrators are scheduled to cart a replica of a military tank, made of bread, into a slum to protest the precedence of defense budgets over social spending.

MACON, Ga. (AP) - Macon Mayor Robert Reichert wants a moratorium on the licensing of downtown liquor stores.

The Telegraph newspaper reports (http://bit.ly/LihAsP) that the measure was approved Monday by a city council committee, and the full council is scheduled to consider it on Tuesday.

The mayor's proposal calls for a 90-day moratorium. The mayor said the current licensing system leads to a concentration of liquor stores downtown, which he said is no longer consistent with Macon's long-term development plans.

If passed, the moratorium would give the city up to 90 days to retool its alcohol licensing schemes.

City spokesman Chris Floore said the city is getting more residents and more foot traffic downtown, and it doesn't want a concentration of liquor stores to be created.
